Original image was transformed into a monochrome image, then converted back to RGB. The previously exempted iris color image is copied into the picture. The level received an opacity of 75% and the attribute "Overlay" (it stands out in particular). I have also released the eyelid and inserted as the parent level. In order to level the sharp edges, I used the filter "Radial Blur" (thickness: 4, radiating) blurred iris and eyelid. Due to the low intensity were - as desired - affected only the peripheral areas, while the center of the iris in the field is left untouched.

Otherwise, I leave to other imaging information like that can handle a powerful tool like Photoshop better than me.
